Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of contrasting events captured the grim essence of the current period. By day, negotiation efforts are waged: positive announcements are delivered from various governments. Significant resources is allocated on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from enemy soil, a capacity afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a incoming threat. This was a modern interception technology at work, most likely provided by partner states. Every launch creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to sober acceptance: perhaps the hostile projectile won't strike its target this time, sparing the city from catastrophe and another blackout.
Continuous Dangers
Soon after, a automatic firearm opened up on a unmanned aircraft close by, part of a mobile-fire group – most likely imported technology. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's essential dependence on external assistance – a need that regional partners are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from Washington sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new proposal from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, continue.
Strategic Calculations
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a principle familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is impossible to force Russia to relinquish the areas that it already controls in Ukraine's occupied territories.
The problem is that while acknowledging this situation, American administration does minimal to deter Moscow, through words or deeds, from thinking that the situation will not change more in its favour in the near future.
Opposing Positions
Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a complete military breakdown until situations evolve in its benefit.
Existing Situation
Objectively, there are no real preconditions for a truce. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a mere seven days to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on old ideas are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
